October 1st was the first day of the National Day holiday, and the first day of the "Administrative Measures for the Delivery Service of Intelligent Express Boxes" (hereinafter referred to as "Measures"). This means that, according to regulations, companies using smart express boxes to deliver shipments using smart express boxes should obtain the consent of the recipient. If the recipient does not agree, the delivery service should be provided according to the address agreed in the express service contract.

The smart express box mentioned in the "Measures" refers to the smart terminal service facilities that provide express mail receiving and delivery services, excluding self-service access to non-post items. A number of users have reported to reporters from the Beijing News that they often encounter cases where couriers put their express mail into smart express boxes without communication, and some people even feel "very disgusted". However, some couriers reported to reporters that "you can't finish the delivery without putting the express box."

The reporter interviewed users in Zhejiang, Jiangsu, Shanghai and other places on October 1 and October 2, respectively. The situation shows that the smart express box is still a "hands-off box", and there are many situations that do not meet the requirements of the "Measures".

There are still couriers who have not agreed to deliver the express box users, saying "seeing strange or not"

At 4 pm on October 1st, Xiao Min (pseudonym) in Changzhou, Jiangsu, looked forward to unpacking the first courier for the National Day holiday. She turned on her mobile phone to check the logistics information, "SF Express reminded me that my package was signed at 8:30 in the morning. Yes, I did not receive any text messages." Xiaomin told reporters that the dispatcher explained that Xiaomin's package had been put into the smart express box directly at 8:30 in the morning, but because of the smart express box system, he did not send SMS to Xiaomin. Xiao Min said she was “very angry”.

Xiaomin called the SF courier and asked why he did not call Xiaomin for permission before putting the package in the express box. The courier responded to Xiaomin and said, "We don't have this service right now." In fact, the courier does not provide the delivery service according to the address specified in the express service contract, which is one of the common chaos at the end of express delivery.

On June 20, 2019, the Ministry of Transport announced the "Measures", which will take effect on October 1, 2019, which means that from October 1, all companies and couriers should follow the regulations and use smart express boxes When delivering a courier, the recipient's consent should be sought.

Shanghai’s Wang Yu (pseudonym) also told reporters that on October 1, she received two couriers carried by SF Express and Yuantong. “Before they will call me to confirm whether they can put the express box. I don’t know this time. Does it mean that my country is not at home and has lost me the supermarket?" The supermarket in Wang Yu's mouth refers to supermarkets that have verbal or paper agreements with express delivery. The reporter learned that some residents in the gathering area do not have enough smart express boxes. Express delivery will reach an agreement with neighboring supermarkets to temporarily store express delivery, while some supermarkets will Charge when customers pick up.

"In order to save money, I don't close the window when I go to work now. I came by courier and asked him to put it in." Wang Yu explained that because he didn't want to pay for the storage fee in the supermarket, he would open the window when there was no one at home on weekdays So that the courier can deliver the express. On October 2, Xiaoying (pseudonym) in Hangzhou, Zhejiang also told reporters that after the implementation of the Measures, couriers still encountered the situation of using smart express boxes for delivery without asking for consent, but she said, "This has always been the case. I didn’t find it strange.”

Express box saves time and effort? The company said it has regulations for couriers

The reporter learned from the State Post Bureau that as of 2018, 320,000 sets of smart express boxes have been put into operation in my country, and the box delivery rate has increased to 11.3%. Ma Junsheng, director of the State Post Bureau, said at a news conference that technology is empowering the express delivery industry. For example, the smart express box can save the express courier time and effort, and the process efficiency has also improved. At the same time, the operation and use of smart express boxes are gradually specification.

However, the reporter learned in a long-term interview that the number of smart express boxes does not match the growing number of express parcels in my country, and even the delivery capacity of the courier brother.

Wang Wei (pseudonym), a Shentong courier in Beijing, said that he is responsible for the distribution area. Most of the residents go to work during the day and no one is at home, so they will directly put the express into the express box. After learning the "Measures", Wang Wei said , (Hopefully) the customer clearly fills in the "delivery to home" on the delivery information, otherwise "the phone call from door to door cannot be delivered at all." But another STO courier stated that he never used express boxes, because the area he was responsible for had no express boxes that could be used normally.

In fact, various companies have more regulations on delivery services for couriers. Shentong Express and Yunda Express told reporters in Beijing News that the company has always required couriers to "notify and obtain customer consent for express deliveries to express boxes". In addition, the Cainiao Inn, which provides smart express box services, responded to the Beijing News reporter that users can make relevant settings. If they do not agree to store the smart express boxes in the company, the courier will actually be unable to open the door.
