Ningbo Customs has decided to fully implement the "advance declaration, arrival and release inspection" (hereinafter referred to as advance declaration) customs clearance mode for export goods from May 8, 2019. The relevant requirements are announced as follows:

1. Scope of implementation

For export goods at Ningbo Port, if the shipper's enterprise credit rating is general credit and above, and the arriving customs supervision workplace (site) can realize the online transmission of the electronic data of the arrival report, all export goods can be declared in advance. .

2. Implementation content

The consignor of export goods and the entrusted customs declaration enterprise (hereinafter collectively referred to as "declarants") can complete the declaration formalities with the customs within 3 days before the goods arrive at the customs supervision place after the goods are prepared and the electronic data of the pre-delivery manifests are obtained; After the goods arrive at the customs supervision place (site), and after the customs receives the electronic data of the arrival report, the customs shall go through the procedures of inspection and release of the goods.

3. Operation requirements

(1) The declarant shall strictly follow the relevant requirements of the General Administration of Customs Announcement No. 74 of 2014 to complete the declaration procedures;

(2) Goods declared for export transshipment in advance must be delivered to the customs supervision place (site) at the place of departure within 5 days from the date of declaration of the electronic data of the customs declaration form, and the formalities of transshipment and inspection shall be processed.

(3) The bulk bulk cargoes that have been declared in advance and taken by the side of the ship to be loaded on the ship must be loaded within 3 days after the declaration after the actual inspection by the customs ship. If the loading is not completed within the time limit, it must be approved by the customs.

(4) After the declaration of the export goods arrives at the customs supervision place (site) in advance, if the non-inspected goods cannot be automatically released due to technical reasons such as computers and networks, the customs at the place of declaration shall do the document release work according to the regulations and notify the logistics supervision department Do a good job in releasing goods.

(5) If the declaration form for export goods needs to be amended and cancelled in advance, it shall be handled in accordance with the "Administrative Measures for the Amendment and Cancellation of Import and Export Goods Declaration Form of the Customs of the People's Republic of China" (Decree No. 243 of 2018 of the General Administration of Customs).
