BIS certification is the Bureau of Indian Standards (ISB), the ISI certification issuing agency, referred to as BIS, which is specifically responsible for product certification and is also the only product certification agency in India. At present, the certification covers almost every industrial field such as agricultural products, textiles and electronics. BIS certification is carried out in accordance with the 1986 Indian Bureau of Standards Act, which aims to provide quality, safe and reliable products to the final consumer. All products that are included in the compulsory certification must be tested by overseas BIS accredited laboratories in accordance with IS 14286, IS 61730-I and IS 61730-II standards.

(1) BIS certification mode
BIS product certification determines whether the product conforms to Indian standards through initial inspection and assessment of the factory quality management system, supervision of the factory quality management system after certification, and testing of samples taken from the factory and the market.
(2) BIS certification conditions:
Manufacturers set up offices or liaison agencies or appoint agents in India;
The manufacturer's factory must be equipped with all the infrastructure required to test the approved products in compliance with the relevant Indian standards.
(3) The technical documents to be submitted for BIS certification are as follows:
Application form
Proof that there is an agent's appointment form in India, or a certificate certifying the Indian office of the manufacturer, and the approval letter from the Reserve Bank of India;
Documents proving the establishment of the company, such as a registration certificate;
Process flow chart, explaining the whole process of product manufacturing (from raw materials to finished products);
Quality control system (such as quality manual, quality control plan, test arrangement, etc.);
If available, provide other details of product or system certification;
If available, provide details of components or raw materials used for product manufacturing before certification;
List of machines manufactured;
List of test equipment during the test;
Product design drawings;
Laboratory supervisors, technical and QC staff qualifications and detailed experience details;
Test reports from accredited independent laboratories or factory's own laboratories;
The layout diagram of the plant clearly shows the main production machines, laboratories, etc.;

(5) Certification process:
1. Apply. Foreign manufacturers who want to obtain BIS certification generally need to use a special application and prepare relevant documents to apply to BIS New Delhi headquarters.
2. Record. BIS reviews the application documents and materials submitted by the applicant, and records the application if the procedures are complete. Applicants must pay the corresponding processing fee.
3. Initial factory inspection. BIS will assign an official group of no more than 2 persons to the factory for inspection. Applicants must bear the expenses such as the travel of the official delegation to the factory for inspection, visa fees, and the corresponding inspection fees.
4. Issue a certificate. If the initial inspection and test results are qualified, and the applicant agrees to perform the BIS-approved inspection and testing program after certification and pays the BIS mark fee, a certificate may be issued to the applicant. The certificate is valid for 1 year. After the certificate is granted, the licensee must pay the identification fee and the annual certificate fee.
5. Supervision after certification. BIS supervises the quality of its certified products through routine supervision of licensees and unannounced inspection and testing of samples on factories and markets. If the periodic inspection, the samples taken from the factory or market meet the requirements after the factory inspection and independent test results, the certificate can be updated. The licensee submits an application for renewal to BIS by submitting the specified form, and the certificate renewal fee is 500 rupees. The licensee shall also bear the cost of sample inspection.
