FedEx international express import and export goods customs clearance, divided into five basic links, namely: Declaration - Inspection - taxation - release - customs clearance.
(1) Declaration
Declaration refers to that the consignor of import goods, the consignor of export goods or their agents declare the import and export goods to the customs in written form or electronic data interchange (EDI) within the time limit specified by the customs when importing and exporting goods, and apply for customs examination and release together with relevant freight and commercial documents, and bear the law for the authenticity and accuracy of the declared contents The act of legal liability.
When declaring to the customs, the import and export enterprises must provide the invoice, packing list, bill of lading, customs declaration form, verification form of export collection (export), import and export approval documents, tax reduction and exemption certificate, and processing trade filing manual. Among them, the consignees or their agents of imported goods shall declare to the Customs within 14 days from the date of declaration of entry by means of transport. In case of overdue declaration, the customs shall levy a fine for delayed declaration in accordance with the provisions. The consignor of export goods shall declare to the customs 24 hours after the goods arrive at the customs supervision area and 24 hours before the loading, unless otherwise authorized by the customs.
(2) Check
Inspection refers to the administrative law enforcement act of the customs in accordance with the law to determine whether the nature, origin, condition, quantity and value of inbound and outbound goods are consistent with the contents filled in the declaration form. When the customs inspects the import and export goods, the declarant must be present and be responsible for moving the goods, opening and sealing the packages of the goods according to the requirements of the customs.
(3) Taxation
Tax Collection refers to the customs duties on import and export goods and taxes on import links according to relevant national policies and regulations.
(4) Release
Release refers to the working procedure of Customs on-site supervision of import and export goods after receiving declaration, examining declaration documents, checking goods and collecting taxes according to law.
(5) Customs clearance
Customs clearance refers to the work procedure that the customs will check the goods that need to continue to carry out follow-up management after being released through the port within the specified time limit, and deal with the goods that need to be supplemented with certificates and taxes until the customs supervision is completely completed.
Time limit:
Under the condition that the documents are complete and valid and conform to the relevant management regulations, the customs clearance procedures for duty-free goods and taxed goods shall be completed within 1 working day, and the customs declaration form of export certificate shall be issued within 3-10 working days after the goods leave the country.
